It is NEVER the teams that spend to the cap or overspend that are the problem. Those folks are at the very least giving the air of competitiveness.
The ones that either spend the bare minimum or barely at all? They’re the ones putting the competitive balance out of whack. Every. Single. Time.

I absolutely abhor the NHL’s hard salary cap and wish it either didn’t exist and/or wasn’t anywhere near as rigid as it is . . . but at least they had the good common sense to also set a salary floor.
