They did say this number does not include those buried under the rubble. I think they're mainly preparing the ground for more data to come out when the Rafah crossing is opened

At this point that is the lowest end of any estimate, the confirmed dead. The IDF giving authority to this number sounds to me like a way to obscure the actual, higher death toll
