So if we reduce federal funding to communities, it leaves private philanthropy to pick up the slack. And private philanthropy can pick and choose which issues and communities it serves compared to the government which seeks to serve all citizens and communities.

One other factor in the rise in federal contracting is that we don’t know (there’s literally no count) how many contractors work for the federal govt. But, there is always intense scrutiny on the size of the federal workforce. So, as govt has expanded its scope (due to Congress), it’s easier 1/3
