Mea cupla on me. I wrote in this piece that legislation the governor doesn't sign or veto receives a "pocket veto." While that's true in D.C. and New Jersey (where I once worked as a lobbyist), but not in California. If Newsom doesn't act on leg., it becomes law.

This is messed up on a bunch of levels, but basically:

1) New gov rules usually require a public comment period unless there's an emergency, which this ... isn't.
2) NY is basically now being punished for *following laws* re: hiring minority contractors, which the Trump admin can't just rewrite

BG: Sec. Duffy put out a release saying that "the Democrats' shutdown" will prevent him from conducting a civil rights review necessary to keep the 2nd Avenue Subway and Hudson Tunnel projects moving, because a government rule requires it.

But Duffy *wrote that rule* just hours before the release.

I hasten to say: that RC opening is a really good thing - more 1-seat rides, fewer transfers - a big benefit to riders. But it contributed to somewhat fewer B/D riders, so B/D did not (yet) recover from pandemic ridership loss.

Alongside remote work, a factor that accounts for some B Line ridership plateauing (since 2023) is opening of Regional Connector. Prior to RC, some trips (including to Union Station) sort of forced a transfer onto B/D Line "trunk". The Regional Connector eliminated those transfers onto B Line.
