Whether communicated directly or just by implication, Homan has signaled to ICE agents that it's cool to target innocent people. Because even if they lose in court, they've punished people for the "crime" of being immigrants by terrorizing them.
Remember that the ICE agents claimed they were looking for a totally different person before they smashed this guy’s car windows? And how he had asylum already?
