Chapter 8 – @lucreciagiommi.bsky.social discusses norm withdrawal describing it as a type of contestation that leads states to prioritise certain norms over others. Norm clusters can mitigate the negative impact of norm withdrawal on the contested norms, but also amplify contestation 9/
