Air intakes on modern cars tend to be exposed at the front of the car (for flow) and low down due to how front ends are designed (even on SUVs). Once the air intake is under water or hits your own or another cars bow wave the turbo will suck in a lot of water very quickly - this is not A Good Thing.

I'm old enough to remember when ministers were required to attend parliament to announce this sort of thing.
