This isn't in contention. It's alleged Peggie wanted to use the changing room to change, went in, talked to other staff, waited until they had left, and then started bothering Dr Upton. Evidently her need to change wasn't as important as instigating a verbal conflict, but only after Upton was alone.

Again, she wasn't proposing increasing the housing supply. The proposal was to throw billions to the private sector and hope that stimulated building. That same private sector is still a profit-seeking venture! They're no less incentivized to maximize profit, even if you hand them 40 billion.
