I'm not sure where the Volker Stevin boundary starts so I'm assuming this is in their patch even though it isn't over Deerfoot. Nevertheless the arrangement of separate maintenance is stupid.

You can also throw blame at the province since they contract the maintenance of anything crossing over Deerfoot. I wonder if this is them saying screw it, we're not shovelling that.
