Trump didn’t reign in Elon so much as he pushed his cabinet to step up and take over doing what Elon has been doing. He’s aware that cuts by secretaries, integrated in reorganization and budgets, are more defensible and durable so he’s keeping the dickhead around as enforcer/backstop.
