Venezuela is primarily a transit hub for illegal drugs, mainly cocaine produced in neighboring Colombia, rather than a major producer of its own. Very little, if any, illegal drugs are manufactured in the country itself.

Doesn't really matter. There is no way that a free concert series can cause $1 million in damages. No jazz artist can demand $1 million for a concert so it isn't conceivable that the center is out $1 million.
