Dumb as a brick press sec Karoline Leavitt cannot get the concept that tariffs are duties imposed on imported or exported goods. Tariff taxes are charged on the importers who then charge the increases forward to the consumer. Leavitt was insulted she was tested and failed the exam. #BooHoo
