"Promoting economic growth" is a bit vague, cos pubs opening later is not cost neutral - you need police, street lighting, noise mitigation etc so if you're asking licensees to weigh up costs and benefits the effect may be to /prevent/ licensing, or at least to make it slower and more complicated.
