I've seen buses getting a special phase where they get to go straight from the left turn lane. The 'bus may go thru' from the right turn lane also.

Get them to analyze when/where there delays are and how much money those delays are costing them in per hour operating costs

I think it's important to focus on whats being said - Jonathan English is advocating for a system that adapts and allows transit to override the vehicle cycle to not wait for left turns, reds, conflicting phases. The City's transportation department says "TSP is already utilized - we extend greens!"
