I'm not sure if I agree.. If Congress passed a law abolishing ice tomorrow, that would also be a mere law which does not enforce itself. The regime still sees itself as somewhat (albeit insufficiently) constrained by law

Like I knew Washington and others had slaves, but the exhibits really went and told their stories, as people, and not just as complicating factors of Washington's legacy. (2/2)
