Italian voice actor Carlo Bononi was the voice of all of the characters on Pingu. A trained clown by trade, he used a theater technique called grammelot, which consists of "speaking" in a mix of babbled gibberish noises. He improvised all the voices live and unscripted.

I think the lack of algorithm here can be a mixed blessing for this sort of thing—not sure how many people in my immediate circle who are likely to see my posts are in the Minnesota area/have good answers to this question. I have been seeing some other threads with good suggestions!
