I wasn't expecting my insurance to cover it since their website said that on the FAQ page. I was planning on trying to claim through the health spending account. Hopefully more providers reconsider for people in Alberta and Quebec.

Just received my Covid booster from my pharmacist rather than getting in a place crowded rather pay my pharmacist for it rather than Alberta Government

Not sure about the government plan, but my health coverage from work covered it. It's worth getting the vaccine from a pharmacy and having them run it through to see if it will cover.
