In April 2024, we expressed no confidence in the Road Safety Authority (RSA), believing it to be no longer fit for purpose. In August 2024 we welcomed the government’s proposed reform of the Road Safety Authority and are alarmed by the announcement today that the Minister for State for Road Safety Seán Canney is abandoning the reform process. We remain firmly of the view that the Road Safety Authority as it is currently constituted is not fit for purpose and must be reformed. The independent report commissioned by Minister Jack Chambers last year clearly supports that reform. In response to the report, then Taoiseach Simon Harris said that we “need an agency dedicated wholly and exclusively to road safety and advocacy", and Minister James Lawless, said that "the failures of the organisation are evident from the report” and that “by reforming the RSA into an agency with a singular operational focus and establishing a standalone entity to deliver wider public interest activities, I believe we will realise substantial benefits with improved provision of key road safety services.” All that has changed in the meantime is that more people have died, and more people have suffered life-changing serious injuries. The National Road Safety Strategy is in shambles. The number of people killed on our roads this year to date has already exceeded the number killed for the entire year in 2024 and we could see the highest death toll in a decade by the end of the year. More people have been killed on motorcycles than in any year since 2007 and more people have been killed while walking, cycling and scooting than in any year since 2008. Deaths and serious injuries among people walking and cycling consistently make up about 40% of all deaths and serious injuries over the last ten years - the most vulnerable road users, who present the least danger on our roads, are suffering the most serious consequences of our road safety failings.
