Does the "retention" part of 3rd grade flunking really make a difference? UMich researchers find the impact comes from intensive help to avoid retention. At the time, supporters said it was not a fix but to "incentivize" people - students?, parents?, teachers? How about help without the threat?

[Based on the # of librarians hired by districts, Michigan] "ranks 47th in the nation for school librarians per student.... The number of school librarians in the state dropped 73% between 2000 and 2016 – one of the biggest declines in the country.
