Really can't get over this one. Calling it "corruption" for dead people not to update their paperwork is insane.
The implication is that people are claiming benefits fraudulently on behalf of dead people - but she carefully doesn't say that, just implies it, since that IS NOT WHAT IS HAPPENING!
