A few days ago, one of the juvenile Great Horned Owls was sitting in the rain, outside of my house, staring in the window. The structure of its face makes it appear unhappy about sitting out in the cold rain.

A city of what population size? Chilliwack, BC is a nice balance between city and mountains. Cumberland, Squamish, Nelson, Vernon are all worth considering.

In short, there was never a time when a sufficient number of people were simultaneously immune to render herd immunity via infection & recovery alone.
