Was she in an offside position? If yes, she's clearly committed an offense by interfering with play.
Was the defender's play enough to reset the attacking possession phase? If no, the incident is reviewable as part of the lead up to the goal. #NWSL

The answer fwiw is yes (CHI/DAL in 2001). It is always a possibility with the three-game format, but it's also rare because a lot of circumstances just have to line up.

New York Red Bulls seem to be officially switching to Red Bull New York. It’s been named this internally for years. Look at #RBNY. I think they tried this back in 06 and it failed.

My interpretation of this isn't that the YC given is wrong but that they're fining Fray for simulating that there was contact with his head as that would amount to attempting to get an opponent sent off unfairly by making it look worse than it was.
Ian Fray has also been fined for simulation/embellishment for this incident in the 4th minute that saw Eddi Tagseth given a yellow card. The booking was the primary reason for taking off Tagseth uncharacteristically early in the second half, according to BJ Callaghan.
