What Valve is doing here is making it clear that you do not have to disclose and label your game as AI because you used a decades old automation process to streamline otherwise complex model work, and is clarifying that you DO have to disclose if you use ChatGPT to write your dialogue.

fun fact: if you draw fanart for a game within the first week of any sort of major PR event for it (announcement, demo, release etc) there is a 99% chance the entire dev team on the game knows who you are because they are doing nothing but reposting fanart in slack
