Okay which is it? Is the left a voting block that is essential to the cause and worth considering when creating policy or is it a small inconsequential group of do nothings with unrealistic demands because those two things are mutual exclusive and liberals appear to believe both at the same time.

The fact that both are quite experienced—8 years and 12 years with CBP—is yet more evidence that CBP should be abolished and all of its agents fired. There's no way to "reform" or "retrain" that, it's just a violent gang with badges.

A lot of government agencies have come and gone over the years. ICE (as well as CBP) have only existed since 2003. Before ICE, the organization that did some of what ICE is SUPPOSED to do was the Immigration and Naturalization Service (INS).
