The Alien Enemies Act is used to validate the legality of the deportations.
The Judges place holds, so it can be evaluated.

I think it is cultural, but with an easy solution.
Make the culture so that sensitive info is always on a thumb drive, password protected, and worn as a necklace.

Just to make things clear, I support the Federal Judges. They have made their decisions in such a way that whichever side prevails,
