🚌 In August, OSC found 109 NJ school bus companies failed to submit driver safety documentation before the start of the school year Sept. 7, 2023.

On December 10, we released a report detailing how the owners of two facilities in Hammonton and Deptford executed a years-long scheme to divert tens of millions in Medicaid funds to themselves, all the while understaffing the nursing homes.

OSC said the owners and associates should repay $124 million, plus penalties.

The findings were alarming. The NJ Attorney General ordered every officer who attended the conference to be retrained.

We found that the CFO was part of the problem.

His signature stamp was used to approve documents on his behalf without him actually reviewing the documents.

He usually approved purchase orders and checks through text messages.

He had six public jobs.

The Borough Administrator was approved for $68k reimbursement, which included $17k to an accountant for his private business, $11k in legal fees for his wife, and $5k for a cancelled vacation.

The approval was rescinded after OSC began its investigation.

We found that the Borough allowed people to fill up their personal cars and use fuel for personal travel.

No one was in charge of preventing fuel from being stolen.

No one knew who had gas cards.

4/ The State Auditor questioned the broker’s independence and urged the school district in the future to avoid conflicts of interest when purchasing health insurance.

3/ The report found that the broker underestimated costs by an average of $3.55M per year based on a misleading and erroneous comparison between HIF and SEHBP costs.

For a three-year period, the district and employees missed the chance to save $7.5M.

The Office of the State Comptroller encourages Medicaid providers to self-disclose overpayments. Providers who do so are not charged penalties or interest and may receive extended repayment terms.

In FY 2025, 10 providers self-disclosed and returned $1.8M in total to NJ Medicaid.
