It’s time for real action.

NJ Senate Bill S1948 would provide transparency into the sorts of related entities that were involved in scams involving Medicaid funds, including the corporate affiliates and parent companies.

Almost exactly a year before, OSC issued a report showing astounding siphoning of public funds occurring in South Jersey Extended Care in Bridgeton, a nursing home owned by a straw owner. It was one in a network of ten nursing homes.

On December 10, we released a report detailing how the owners of two facilities in Hammonton and Deptford executed a years-long scheme to divert tens of millions in Medicaid funds to themselves, all the while understaffing the nursing homes.

We did this investigation using the powers Senators Scutari, Beach, and Burzichelli want to take away from OSC.

These problems are common in local governments.

We found that the CFO was part of the problem.

His signature stamp was used to approve documents on his behalf without him actually reviewing the documents.

He usually approved purchase orders and checks through text messages.

He had six public jobs.

The Borough Administrator was approved for $68k reimbursement, which included $17k to an accountant for his private business, $11k in legal fees for his wife, and $5k for a cancelled vacation.

The approval was rescinded after OSC began its investigation.

We found that the Borough allowed people to fill up their personal cars and use fuel for personal travel.

No one was in charge of preventing fuel from being stolen.

No one knew who had gas cards.

One standout example of the important work done at OSC serves as a reminder of where lawmakers’ focus should be: addressing real problems in government.

These are the kinds of issues that waste taxpayer dollars and demand accountability.
