The "gods in his heaven" is a reference to the NERV logo and motto. Here is the version that has made me laugh for a long time, which is pride month at NERV.
Tbe NER logo from Neon Genesis Evangelion. The Letters NERV transition into a leaf/wing/angel. Under it in purple and blue is the NERV motto "God's in his heaven, alls right with the world."

hey guys check this out
an mspaint drawing of the SEELE logo from evangelion but with the usual clock alterations. the logo is an upside down triangle with a bisecting vertical line from the bottom point to the top line. overlaid on this triangle are three vertically stacked but not evenly spaced (didn't notice until writing this, whoops) almond-shaped eyes on the left side of the triangle, with four of the same eyes on the right side. there are circles within the center of the eyes but that is otherwise the only detail. within each eye is of course the numbers 1 through 12 in standard clockwise order. from left to right, the entire drawing space is a rainbow gradient in the typical ROY G. BIV manner, more or less, on a black background. SEELE's goal of accomplishing the Human Instrumentality Project is actually the Clock Instrumentality Project as seen by a previous work of mine regarding a certain giant rei ayanami and third impact. i am not going to spoil evangelion anymore but it's a good show and movie.
