You're exactly right. This is like Tumblr's "everyone's a little neurospicy." They simultaneously co-opt ADHD as something "cultural" for "everybody" while trivializing the disorder itself, and use it as a point to shift blame outside themselves. "It's mental illness, you see, out of our control."

The tenant pays to register the work they made for the landlord, who then owns the tenant's work in perpetuity.
