I should stress 'initially' popular - people get used to stuff.
Though a recent news piece about residents moaning about 17-year-old chicanes suggests some people have long, irrational grudges.

I'm sure you know this already, Carla, but for others it's worth stressing that exemptions weaken overall scheme efficacy, regardless of how essential a journey is - it's all traffic. Having permeable LTNs also greatly increases the cost of such a scheme.
