How the construction is counted - it's number of "Completion Certificate" issued. And they forced lot of "dachas" to get legalized (if not, no discounts on electricity). They are built ad-hoc and depending on place you don't need any permits for building. But still paperwork is needed.

They did complete a sub this year and it did affect "other vehicle" category by huge margin. Well, what else MOD can cut spending on in such short time frame? That's my guess.

Buying from China. What if the Rosteh will want to adjust price (to realistic expenses) for military contracts? Are they going to try substitute with imports from North Korea? Are they going to let those factories go bankrupt? What about 2025 contracts? Will they try to shift payments to Jan 2026?
