They conducted search-and-destroy operations under the principle that "anything that moves is considered an enemy," designating all regions outside those zones as hostile However, despite the fact that the villages of Phong Nhi and Phong Nhut had been classified as "safe zones" by the American military, around 11 a.m. on February 12, 1968, Soy Korea's Blue Dragon Unit 1 carried out a massacre in which approximately 70 civilians were murdered.

Surviving villagers testified that South Korean soldiers stormed in, killing anyone on sight and setting houses on fire.
