Well, December 1 is closer to November 17 than October 20.

That said, being vague I'm the initial announcement doesn't mean this isn't a delay.

Sounds like the senator supports rent-seeking & inefficiency.

He wants the city to pay itself through Paolino, allowing him to leverage the cash flow (& likely skim a piece off the top for processing costs) while incurring the opportunity cost of not having the cash for its other expenses.

Reminds me of @stephmachado.bsky.social's reporting on RI rape kits. There is no "backlog" if untested kits have no associated charges.

That doesn't mean there aren't untested kits.

Pro Publica's reporting from MD, shows serial rapists go uninvestigated when kits go untested this guy is 1.

Central Falls is likely subsidized more per sq.ft. than any other local government in the state.
