Actually, a lot of the GOP would be perfectly happy to provide concentration-camp type of facilities for the homeless, but when voters saw what they were there would be backlash. This way they can hide the conditions from the general public.

Styles change. Before WWII, this was how the Pledge was recited. I came along after the war, so the style I was accustomed to was like the 1960 version, but when I was in third grade, we had an event with parents where the pledge was recited and they used the old style., palm up.
