Our new analysis sets out how the UK Government could put in place a temporary one-off scheme. This would give permission to stay for a limited period—subject to rigorous security checks—to people from countries almost certain to be recognised as refugees.

Refugees living in these hotels often report feeling like “targets.” Muhammad, from Afghanistan - who spent six months in a hotel - says: “People film residents outside the hotel without permission, using it in a negative way. It makes them feel hopeless about the system.”

We suggest policy recommendations to improve supervision of ARRS staff for safety and quality assurance, including accountability for minimum induction standards and changing ARRS funding rules to allow payment of senior clinicians to supervise clinicians working in additional roles.

We propose a fluid ARRS supervision model for different career stages at “entry point”, “transition” (when role scope changes) and “steady state” (when staff are competent and confident in their role).

The amount of guidance and research available on the supervision of ARRS staff varies by role, with little information available on how supervision requirements should differ depending on the career stage of the person being supervised.
