Biden's fear of escalation is as much driven by a concern about Russian collapse as about Putin's red lines. We should therefore not expect him to change direction dramatically before leaving office. He genuinely believes that restraining Ukraine has been the right policy.
That seems right--not that Moscow expects great things from team Trump, but they want to see what it offers. That means that the Biden team is going to do more in the meantime. They won't get directly involved in the war, which they do see as too risky, but they'll do more. 11/15
