The Convention will assess claims for compensation for damage, loss or injury caused by Russian aggression in Ukraine.

Ukrainian survivors are urging States to sign it and to adopt an inclusive, victim-centred approach to reparations that include victims before the 2022 full-scale invasion.

For those who have already waited more than a decade for justice, this exclusion is not technical. It is a denial of recognition and dignity.
