important too I think that they are badly *losing* the propaganda war. ICE is very unpopular, their actions are unpopular, the president is unpopular, reflected both in polls and in actual elections. 1
The inability to attack everywhere at once in any sustained way means their constant redeployments = time for former targets to recover, pending ones to prepare.
