He was given a position "commander." If he's back in El Centro to his former job, then he's no longer commander.

To boot - the retirement age is 57 and he's 55 or 56. This sounds like forced early retirement.

I think that's partially true:

But since there's no federal or state charges against Ross as of right now, I don't think he has legal counsel.
