They are detaining people for the daily numbers. They are ordered to arrest 3,000 people per day, which means they scoop up everyone and let the lawyers work it out.
I don't think they care anymore. Increasingly, news agencies are reporting that federal agents are detaining citizens with proper ID, saying they are forgeries...
