Über Mechanismen wie lokale Mietspiegel geben diese höheren Mieten der neu gebauten Wohnungen dann ja auch potentiell wirklich den Vermieterinnen und Vermietern im Bestand mehr Möglichkeiten wiederum die Mieten zu erhöhen. Diese "Bedrohung" wird (bzw. wurde) durch den Mietendeckel aufgehoben.

Danke! Ich denke, dass der Hauptmechanismus darin liegt, dass es eine Abkehr davon gibt, genau an diesen Mechanismus (Sickereffekt) zu glauben, zumindest in räumlichen Kontexten, wo Neuvermietungsmieten deutlich über den Bestandsmieten liegen (vgl. unsere Appendix-Analysen A.23 im Paper)

Danke! Nur als Mini-Korrektur: Einführung des Mietendeckels, nicht der Mietpreisbremse, das sind ja doch zwei Policies mit sehr unterschiedlichem Umfang im Sinne der Mietenregulierung

There was lots of data to play with for #TidyTuesday this week where we're looking at the power of different passports! ✈️

I decided to try out the idea of using small multiples and highlighting to untangle a spaghetti chart with lots of lines 📊

-IF new housing in the local context is systematically more expensive than the market average (which is very often the case) and
-IF the law also gives them tangible economic benefits

Maybe important to remind for policy makers working in housing.

That buffer removes the fear that new buildings in the area equals displacement and/or higher costs.

So while rent control may have direct effects we cannot speak to, it certainly lowers political resistance to new housing[...]

Why? We find that this is very likely due to the channel of economic security.

Especially the residents receiving the strongest rent reductions and living in neighborhoods that recently saw strong rent increases are more welcoming of new housing through the rent control law.

Our findings?

🏗️ Tenants in rent-controlled apartments became more supportive of local construction.

🏘️ They also became more open to new residents moving in.

We are taking advantage of a natural experiment: Berlin’s 2019 rent cap law — one of the boldest rent control experiments worldwide.

Rents were frozen (and in many many cases lowered) until Germany’s constitutional court struck it down in 2021.

And (see map below), reductions affected many

On the other hand:

➡️ Rent control might decrease NIMBYism.

By easing fears of gentrification & displacement they had before, and by the threat they see in new housing in elevating the market price of rents. It could therefore make tenants more welcoming of new housing and newcomers.

Theoretically, the mechanism could go both ways:

➡️ Rent control might increase NIMBYism.

Tenants in rent-controlled flats have stronger incentives to stay longer in their contracts, feel secure, and resist change in their neighborhoods, including new housing projects.

We cannot speak to the direct market mechanism and cannot add to the dispute here on the effects of rent control.

But we can add to the second part of the argument, the indirect effects on the housing market through people’s attitudes.
