FOREIGN RELATIONS COMMITTEE •= NOVEMBER 10, 2025 WASHINGTON - Today, U.S. Senator Jeanne Shaheen (D-NH), Ranking Member of the Senate Foreign Relations Committee, sent a letter to Secretary of State Marco Rubio raising concerns about the transfer of $7.5 million directly to the Government of Equatorial Guinea in exchange for the country agreeing to accept third country nationals removed from the United States. In the letter, Ranking Member Shaheen raised questions about the highly unusual payment to one of the most corrupt governments in the world and whether there are guardrails in place to ensure funds do not facilitate corruption, human trafficking or human rights abuses. The letter also seeks an explanation of how the payment is consistent with funds appropriated by Congress to respond to global refugee and humanitarian crises.
