I know the photos are hard to look at. I left out much worse evidence of animal abuse and cruelty from cases.
The RSPCA and Agri Vic both have Inspectorate's that investigate animal cruelty, neglect and abuse cases. They are inundated and lack the powers needed to take swift action.
