If he vetoes it. Johnson/Vance or their designees have to sign the paper work to send it over. Once at the White House he has ten days to sign it or veto it. After ten days, if Cong. doesn't adjourn it becomes law. If he vetoes, House votes first and it got 427 first time, then Senate, it got 100
