Yep, used to work with a former taxman and he said the system has been set up to scare you into coughing up money in advance and then they decide at their leisure whether you've overpaid or not

Quite rightly, he said 'I'm not paying if you can't tell me what this bill is for because as far as I'm aware, everything is up to date.'

Eventually they admitted they had no idea what the bill was, and 'the system' had just automatically generated it and sent it out

A friend of mine with a limited company once received a bill saying he owed them £4K, and he knew his accountant was v good and up to date, so he called HMRC to find out what the bill was for

They couldn't find any details on the system and then said to him, 'how would you like to pay?'
