Is there an argument that the vulnerability of the threatened group and likelihood of attack is relevant? This wouldn't differentiate between the two cases you highlight, but if, say, a tweet wished violence upon people with brown hair, could this be accepted as very unlikely to result in violence?

No, guidance is not enforceable because it’s not rules. Legislation often imposes an obligation on defined people or bodies to “have regard to” guidance & the expectation is that it will usually be followed; but where there is good reason to depart this may be judged lawful if challenged.

Does this mean that it will be enforceable if Parliament approve it? On any other issue, business would be lobbying against due to the financial costs involved.

Not going to like that for obvious reasons, but thank you for sharing. I had naively assumed that if someone was being deported to their national country that they would just be allowed in.

Why does this happen? The deporting back to the UK? Did Singapore not accept he was Singaporean? And what happens to people when they're deported back here having already had their case rejected?
