Not saying their strategy is necessarily, but Flooding the Zone doesn't involve using any one thing distract from another thing, so much as it is about overwhelming people's ability to react with the sheer volume of bad shit that you do, all of which might be things you care about enacting

He can try, but:

- the states run 50 elections independently
- we had elections during World Wars and Vietnam
- Ukraine’s constitution prohibits elections during martial law
- keeping the large expanse of the US under martial law will not be easy
- that would certainly spark civil war.
