portland and chicago are actually considered within the enforcement area, but you're right, minneapolis isn't. i mean your point stands, they are still traipsing around cities they're not supposed to be in regardless, and that's a bigger issue.

right now, i believe border patrol can conduct searches within 100 miles of a boundary line. that covers a large swath of the US population. reducing that mileage allowance would be a meaningful restriction.
