It's that way because the GOP (Gang Of Pedophiles) sabotaged it so that it would be unpopular and therefore gutted. They discouraged participation and clawed back subsidies. The original system even had reimbursement checks if less than 80% of your payment didn't go directly to your healthcare.

Schumer NEVER SAID anything about expiring Obamacare subsidies. He only agreed that the premiums were too high and that's because since day 1, the GOP (Gang Of Pedophiles) have been sabotaging the ACA. IF they encouraged more participation, premiums would be lower across the nation.
