There is a way to stop this. If you own or at least admin a server, you can deny everyone (including the verified member roles) the permission to use External Apps in the server.

Discord has apparently added generative AI "apps" users can use to modify any image posted in any discord server.
On by default, no way to disable them, no moderation tools.
